Marine Licence & Personal Watercraft
Course overview
Anyone operating a powered recreational vessel on Victorian waters requires a marine licence. Jet ski riders require a marine licence with personal watercraft (PWC) endorsement.
1 Stop offers training and assessment for persons wishing to gain a Recreational Marine Licence. The course also includes training and assessment for the PWC (jetski) endorsement. Our course is fully approved by Safe Transport Victoria (STV). Training is delivered by qualified and experienced trainers so you can be assured the training is relevant and up-to-date.
This course is delivered in a face-to-face classroom environment.

There are age restrictions in place:
Marine licence
Must be 12 years and over to attain a marine licence – those under the age of 16 will have access to a restricted licence.
PWC Endorsement
Must be over 16 years of age
If an interpreter be required in partnership with the Candidate an Accredited Interpreter will be sources at the Candidates expense.
Pursuant to regulation 30 of the Marine Safety Regulations 2023 (Vic) the following persons are not eligible to apply for a marine licence:
• A person who is disqualified from obtaining a marine licence, during the period of that disqualification
• A person who is the holder of a marine licence that has been suspended, during the period of that suspension
• A person who is disqualified from obtaining a licence or other authority to be the master of or to operate a recreational vessel under
(i) the law of another State or Territory, or
(ii) the law of another country,
in circumstances which, if they occurred in Victoria, would have resulted in the person being disqualified from obtaining a marine licence in Victoria
• A person who is the holder of a licence or other authority to operate a recreational vessel issued by another State or Territory that has been suspended, during the period of that suspension
• Persons aged under 16 years of age are not eligible to obtain a personal watercraft endorsement
Applicants should note that they will be required to meet the health requirements for operating a car, motorcycle or boat and this may include further testing where appropriate.
Evidence of Identity
All participants must bring a photo licence or multiple evidence of identity.
Photo Licence: A photo licence means any Australian photo driver licence or photo learner permit which is current or expired by no more of 2 years.
Multiple Evidence of Identity: For transactions where multiple evidence of identity is required, it is necessary to provide:
• A primary evidence document (high quality evidence of who the applicant is)
• A secondary evidence document (to confirm the current use of the applicant’s name in the community),
• Evidence of change of name (where it differs between primary and secondary evidence documents)
Primary Evidence Documents (one of these):
• Australian photo driver licence or learner permit photo card
• Victorian marine licence photo card
• Victorian firearm licence photo card
• Victorian Security Guard/Crowd Controller photo card
• Australian passport
• An overseas passport (If expired by more than two years it is acceptable if accompanied by a current Australian visa)
• Certificate of identity issued by the Passport Office
• Convention travel document issued by the Passport Office
• Document of identity issued by the Passport Office (usually issued to travellers to Norfolk Island)
• Australian police force officer photo identity card
• Consular photo identity card issued by the Department of Foreign Affairs and Trade
• Full Australian birth certificate issued by a Registry of Births, Deaths and Marriages (Note: Birth extracts and Commemorative birth certificates are not accepted)
• Australian naturalisation or citizenship certificate
• ImmiCard issued by the Department of Home Affairs (up to 2 years expired)
• a Document for Travel to Australia accompanied by supporting documentation issued by the Department of Immigration and Border Protection or the Department of Home Affairs
• NSW Photo Card (issued by NSW RMS after 14 December 2008)
• Birth card (issued by NSW RMS prior to August 2008)
and
Secondary Evidence Documents
In addition to one of the above primary evidence documents the applicant must provide one secondary evidence document from the list below:
• State or federal government employee photo ID card
• Medicare card
• Department of Veterans Affairs card
• Pensioner Concession card.
• Current entitlement card issued by the Commonwealth.
• Student identity card.
• Any Australian or overseas credit card or account card from a bank, building society or credit union.
• Working with Children Check card.
• Australian Proof of Age card.
• Australian Keypass card.
• Australian Defence Force photo identity card (excluding civilian staff).
or
One of these documents that is current or no more than one year old (electronic statements on a device (eg mobile phone or tablet) and Internet printed statements are acceptable):
• passbook or bank account statement showing the institutions letterhead or stamp
• telephone, gas or electricity bill showing the institutions letterhead or with a stamp
• letters from ATO, Centrelink, Bank and Medicare showing institutions letterhead or stamp.
or
One of these documents that is current or no more than two years old:
• water rates, council rates or land evaluation notice
• electoral enrolment card or other evidence of enrolment
• Armed services discharge papers
• current Victorian Driving Authority photo identity card.
Evidence of address where the applicant cannot provide it with primary or secondary documents
You will need one of the following documents if your Victorian residential address is not shown or is different on your Category A or Category B evidence documents:
• contract of sale, lease, or rental document that shows your current address
• current renewal notice for a driver licence or vehicle registration
• Australian Taxation Office Assessment (last or current financial year)
• a different Category A or Category B document that shows your current address.
If an applicant cannot provide documentary evidence of an address, a referee statement is acceptable. The referee statement must:
• Be signed by a Victorian driver licence holder who has known the applicant for 12 months or more,
• Include the applicant’s name and address, and
• Include the referee’s name and address
Evidence of change of name
The applicant will need one of the following documents if the name is different on the primary and secondary evidence documents:
• marriage certificate issued by a Registrar of Births, Deaths and Marriages in Australia,
• divorce papers (showing the name being reverted to),
• Deed Poll (issued before November 1986 in Victoria), or
change of Name Certificate (issued after November 1986 in Victoria)
On completion of training you will be required to complete a knowledge-multiple choice written assessment or verbal assessment for those that may have difficulties with reading and writing.
The Victorian Marine Licence test consists of 30 questions to pass you must successfully answer 26 questions.
The Personal Watercraft (PWC) test consists of 15 questions to pass you must successfully answer 13 questions.
Note: a PWC endorsement may not be issued as a stand-alone licence. If an endorsement is required, a marine licence must first be obtained.
The assessment is a Safe Transport Victoria assessment and is conducted under STV rules and conditions, it must be completed on an individual basis, no interaction with other person(s) is allowed during the assessment.
Reassessment. Where a participant is not successful in attaining the required number of correct questions they may be given the option to attempt a different version of the test. This may be attempted immediately following the first attempt. Where an applicant is not successful on the second attempt they may not attempt the test again on the same day.

On successful completion of the multiple choice exam, a certificate will be issued. This certificate is then to be taken to a VicRoads office in order for you to gain your Marine Licence. The certificate is valid for 12 months and a Marine Licence should be applied for within this timeframe. A licence fee is payable to VicRoads when obtaining your Marine Licence.
A new marine licence may be issued for 1 year or 5 years.

This course requires full payment prior to the course commencement date. Applicants will be required to provide payment at the time of the booking. Cash preferred. Facilities include Credit Card, EFTPOS.
A minimum of 3 working days (72 hours) notice is mandatory for cancellation or withdrawal from this course. Dependent upon circumstances, students may be offered an alternative date for training.
Should the student not wish to reschedule, 50% of the full fees will be retained by 1 Stop Training Centre, the remainder of the fees will be returned to the original payee. There is no charge for a student to transfer to an alternative date provided the 3 working days (72 hours) notification is received.
In the event notification of cancellation is not received within 3 working days (72 hours) by 1 Stop Training Centre and/or the student does not attend training, the full course fee will be applicable.
The Student/Employer/Employment Agency is liable for full course fees upon non-attendance and will be invoiced accordingly.
If 1 Stop Training Centre cancels the training course, then a full refund will be returned to the payer.
REFUNDS - A time frame of up to ten (10) working days is required to process refunds, any course materials or resources supplied to students are to be returned to 1 Stop Training Centre upon cancellation, alternatively the cost of the materials will be invoiced to the client.
